PVAccess network client (or other epics::pvAccess::ChannelProvider)

Usage:

  1. Construct a ClientProvider
  2. Use the ClientProvider to obtain a ClientChannel
  3. Use the ClientChannel to begin an get, put, rpc, or monitor operation
